I like this treatment will all ranges of 1NT opening bids including Precision auctions where Opener’s defining bid is 1NT. Opener may open 1NT with 3=5-3-2 or 2=5-3-3 distribution as a bid of a second suit after a 1♥ promises 4-cards or more in the second suit.

This is a dual-purpose bid, asking if Opener would accept an invitation to 3NT or showing a long club suit. As a range ask, this means that Responder’s 2C Stayman bid followed by his 2NT rebid is invitational and promises at least one 4-card major.
Remember that Responder’s hand may be worthless in notrump. An extreme example would be ten clubs headed by the ten opposite AKQ in Opener’s hand.
